In 1941, when Albania was under the clutches of fascist occupation and Europe was reeling from global war, a group of idealistic young men gathered in secret to discuss the fate of the country. They had no power, no big guns, but they had an idea – to create a new political force that would lead the people to liberation. This is the story of a conference that marked the beginning of the Communist Party of Albania and shook the foundations of the country’s political future.

1. Fascism attacks: Peoples rise up
The document begins with a dramatic analysis of the world situation. Germany’s war against the Soviet Union is seen as an attack on civilization itself.
“It threatens and attacks socialism,” the document reads.
Europe, according to the text, has become a volcano : the enslaved peoples are rising up through strikes, sabotage and weapons , with the communist parties at the forefront. And in this general conflagration, little Albania would not be left aside.
2. Albania in search of unity
The text reflects a state of fragmentation within the Albanian movement itself. Intergroup strife, organizational weakness, and a lack of vision – all hindered progress.
But at this conference, the demand for unity emerges clearly:
“To dissolve all organizations that do not have a revolutionary class character, to form a single Bolshevik Party.”
This is the moment when the idea of the Communist Party of Albania comes to life, as an organization that would lead the people towards freedom.
3. Stalin, the model of global resistance
The document mentions the figure of Stalin as a symbol of resistance and dedication. His guiding speech is quoted:
“The war will go on to the end, until the victory of socialism over imperialism and fascism.”
The Albanian movement had to join the world war of oppressed peoples, especially that of the Red Army , which at that time constituted the last hope for many enslaved countries.
4. New leaders, new mindset
The text criticizes leaders who “wait, talk, but do not act.”
“A leader should not be someone who only complains. He should be someone who acts.”
A “steel Bolshevik”, disciplined and class-conscious, is required. For the first time, self-criticism is proclaimed as a necessary method for reforming and building the organization internally.
5. Propaganda’s Weaknesses and the Way Forward
The text acknowledges that the proclamations had not penetrated deeply among the people:
“They have penetrated a little… except to some extent in Korça.”
This testifies to the real difficulties in spreading the revolutionary message and the lack of a centralized structure. But there is a solution to this:
- Eliminate politics, factions, and opportunism ;
- To increase organization;
- To build a single Party clear in principles .
Conclusion:
This document, written in 1941, is not simply a political speech. It is a foundational act of a new era. A time when a new generation laid the foundations of the anti-fascist war and later of the very system that would govern Albania for half a century.
“For such elements that do not conform to this spirit, there is no place in the revolutionary labor movement.” – the document concludes decisively.
