In the last months of the war, the Executive Committee of the Vlora District Council gathered its members to take urgent measures to restore order and stop the anarchy that had erupted after the withdrawal of German forces. The discussions were fierce and direct.

A decision was made to impose strict control over the warehouses and shops left behind by the fascist armies. Special commissions were created to record the goods, prevent looting, and punish any form of abuse.
The phenomenon of “vigilante justice” was also discussed, where some individuals had begun to administer justice according to their own whims, declaring people as collaborators of fascism without evidence. The Council ordered a ban on these actions and the transfer of every case to the people’s courts.
A key moment was the call for cooperation between the structures of the National Liberation Front and local councils in building the new administration.
