An Albanian archival report from 1971 describes debates over Kosovo’s autonomy within socialist Yugoslavia. It records how its author understood the positions of provincial, republican and federal officials during discussions about constitutional change.
Autonomy and representation
The report describes demands for clearer provincial powers in education, culture and economic affairs, alongside representation in federal institutions. In the author’s account, the demands discussed at the time concerned equality within the federation.
How the report describes the debate
The author attributes reservations to some Serbian political circles and describes support from some Croatian, Slovenian and Macedonian representatives. The report also discusses disagreement over how draft conclusions should be presented for public discussion. These are assessments made by the report’s author and reflect the perspective from which the document was prepared.
The archival document
The report is reproduced below. Its account can be read alongside the constitutional changes of the early 1970s to distinguish proposals made in debate from measures later adopted.
