How the Zogists tried to re-emerge outside Albania with a statute, congress, organization and even a “National Zogist Association”
After the final closure of any royal political activity within Albania, members of the former Zogist regime who remained in exile – from Europe to America – attempted to re-establish an organized movement to preserve Ahmet Zog’s legacy and create a political alternative for the future.
One of the most representative documents of this effort is the Statute of the “Zogu” Party and the project for the “National Institute of Zogism” , drafted in the early 1950s or 1960s by organized elements of the Albanian diaspora.
📜 A detailed statute for a stateless structure
The document describes a structure entirely built according to the institutional model: with a Grand Congress , General Chairman , Political Commissions , Prefectural Councils , youth and military sections , and punitive bodies for the discipline of members.
According to the statute:
“The party’s goal is to unite all Albanians loyal to King Zog and to put nationalist and traditional principles at the service of the nation.”
🧱 Organization: from prefectures to villages
The structure was envisaged at several levels:
- Central : Grand Congress and General Chairman
- Regional : Prefectural and sub-prefectural councils
- Local : Provincial, village and neighborhood committees
- Thematic : Section of propaganda, youth (dielmenia), military and colonies abroad
🇦🇱 National Institute of Zogism: “shadow state”
The document attached to the statute describes the creation of an independent entity, with not only political, but also propagandistic, cultural and administrative purposes, to keep the “Zogist spirit” alive in the diaspora.
It would have:
- Sections for historical studies (to promote King Zog’s legacy)
- Branch for Albanian Colony Associations
- Paramilitary sections that took care of symbolic preparation of “ready men”
- Bodies for fundraising , publications and education of youth with a monarchist spirit.
💰 How was it financed?
Membership would be for a symbolic fee, but the statute openly acknowledges the need for other financial sources : support from wealthy personalities, collaborations with foreign institutions, or assistance from European royal circles.
📌 An organization without a territory
Although the document is constructed with great formal care and follows a precise organizational logic, the political reality of the time was completely different: Albania was in total isolation, and any idea of restoring the monarchy was practically impossible .
However, this document is a living testament to the effort to maintain a political identity in the most difficult circumstances of exile, where ideology had to replace any practical means.
